The best way to begin a relationship is through friendship. You can approach her and say something as simple as, "Hey, I am Joe. I have seen you around, but I really haven't gotten a chance to know you. How do you like it here?" Continue the conversation and end with "It was really great talking to you. I would like to get to know you better. Do you want to go out for coffee/ice cream sometime?" Wait for an answer. Then ask for the the number!

I think you gave great advice. Just to add another view, I would also advise Joe to examine the pros and cons of a workplace relationship. I would defintely go the friendship route intially, perhaps even holding off on asking for her number for a short while. That way, he has time to learn how the co-worker feels about workplace relationships, whether she is already in a relationship, and the company's stance on workplace relationships. Joe would do great to understand that once he asks for the digits, he has forever changed the dynamics of his work environment. For better of for worse..
